EAST BARRE - Paul D. McGinley, 77, a long-time East Barre resident passed away at his home on Wednesday, October 23, 2019 surrounded by his family.

Born on August 1, 1942, in Norwalk, CT, he was the son of Raymond and Ruthe (Seavey) McGinley.  Paul graduated from Enosburg Falls High School in 1960 and from Vermont Technical College in 1964 with an Associate Degree in Highway Technology.

On May 30, 1964, Paul married Nancy Judd in Enosburg Falls. They made their home for a brief time in Danbury, CT, before moving to Barre. Since 1968 they resided in East Barre.

He enjoyed sports, particularly baseball and basketball, and was proud to have played on Little League and Babe Ruth teams and participating in their All-Star teams that won state championships, as well as four years on the varsity high school teams. He also played Junior Legion baseball and semi-pro baseball in the Border League sponsored by the American Legion and played while at Vermont Technical College. He was also interested in watching sports, particularly those in which his son and granddaughters were involved. In addition to his love of sports, he and Nancy liked refurbishing old homes, which they then sold.

Paul spent half of his employment years working for Barre Town municipal government, first as Town Engineer and later as Town Manager at age 29. He also worked in pipeline and housing construction for a few years before returning to town management for fifteen years, working for communities requiring assistance with specific projects or in interim positions between managers. The communities included Williston, Bellows Falls/Rockingham, Northfield and Morristown.

In 1994, Paul and Nancy purchased Green Mountain Boring, and worked with their son, Michael, in that company for five years. They closed the business in 2003. Paul officially retired from Morristown in September 2005, a few years before he had planned to do so, due to Parkinson’s disease.  He continued to maintain an active interest in town affairs, representing Barre Town on the Public Safety Authority Board Committee, which studied combining emergency services for Barre, Barre Town, Berlin, and Montpelier. Paul served on the Blue Cross and Blue Shield Board of Directors for eight years in the 1980s. He was active in the Vermont League of Cities and Towns Management Association.  He was a long-standing member in the Episcopal Church of the Good Shepherd in Barre, where he served for several years on the Vestry, Property and Finance Committees, and as Junior Warden.

Survivors include his son, Michael and his wife, Amy; granddaughter Leah and fiancé Shane; and great-granddaughter Avelyn and granddaughter Amber, all of East Barre; three sisters, Helen Ballard of Barre Town; Rosemary Adams and her husband, David of Ocala Florida; and Kathleen Schaap and her husband, Dan of Hermon, ME; his brother, Kevin McGinley and his wife, Pamela Brady of Moretown; and two sisters-in-law Betsey Reed of Bakersfield and Sally Tryhorne and her husband, David of Enosburg; a close family friend Ann Dinse of Granby, and several nieces, nephews, and cousins.

In addition to his parents, he was predeceased by his wife Nancy McGinley, grandson Caleb, his brother Richard McGinley and brothers-in-law John Ballard and Richard Reed.

A service of remembrance will be held at the Episcopal Church of the Good Shepherd in Barre on Saturday November 2, 2019 at 11:30 a.m. Family and friends may call on Friday from 5:00 to 7:00 p.m. in the Hooker and Whitcomb Funeral Home, 7 Academy Street, Barre. Inurnment will take place before the service in the Wilson Cemetery in Lower Websterville at 10:30 a.m.

Contributions in Paul’s memory may be made to the Parks Place Community Resource Center, 44 School Street, Bellows Falls, VT 05101. Paul felt strongly that a community resource center similar to Parks Place would be an asset to communities all over the state.
